DES is seeking an experienced and highly motivated individual to join our team as a Civil Rights Compliance Manager with the Office of Equal Opportunity (OEO). This position assists the Administrator in directing and coordinating the OEO and plays a key role in ensuring compliance with civil rights laws and policies to prevent discrimination and promote equal opportunity across programs and services.

This position oversees complaint investigations, conducts compliance audits, and leads staff training, while advising leadership on Equal Employment Opportunity (EEO) principles and complex compliance matters.

Job Duties:
  • Supervise staff and provide guidance on civil rights laws and EEO principles. Develop and deliver training on federal and state civil rights programs, including Titles VI & VII, WIOA, LEP, ADA, Section 504, and NVRA.
  • Lead department initiatives and monitoring efforts to ensure compliance with federal mandates. Advise management on legal requirements and train employees on anti-discrimination, diversity, and harassment policies.
  • Analyze program data to identify potential discrimination, monitor adherence to equal opportunity standards, and maintain communication with internal teams. Serve as liaison with regulatory agencies, including U.S. Equal Employment Opportunity Commission (EEOC), U.S. Department of Justice (USDOJ), U.S. Department of Labor (USDOL),  U.S. Department of Homeland Security (USDHS), and Arizona state offices, and manage external audit inquiries.
  • Prepare investigative reports and provide guidance to leadership on legislative changes, program risks, and EEOC responses. Assist with negotiated settlements and coalition agreements.
  • Conduct impartial investigations into discrimination, harassment, and retaliation allegations. Review staff findings, exercise judgment, and represent the department as needed.
  • Develop and oversee OEO policies, Affirmative Action Plans (AAP), and compliance programs related to Title VII, ADA, and other civil rights regulations.

Knowledge, Skills, Abilities:
Knowledge of:
  • Principles of supervision, personnel administration and organizational management (counseling, motivating, goal setting, and recommending personnel actions affecting staff).
  • In depth knowledge of federal, state and local EEO laws and legislation pertaining to Titles VI and VII of the Civil Rights Act of 1964, the Americans with Disabilities Act , the Age Discrimination in Employment Act of 1973, the Workforce Innovation and Opportunity Act and compliance reporting.
  • Workplace policies, procedures and institutional barriers to equality.
  • Familiarity with fact-finding, evidence collection, analysis techniques and reporting methodology.
  • Understanding of state personnel rules, DES program requirements, and administrative processes.

Skills In:
  • Excellent verbal and written skills for drafting reports, policies and providing training.
  • Expertise in conducting, analyzing, and documenting workplace investigations into department activities including differentiating between direct and circumstantial evidence, conditions, criteria, cause, effect, and developing recommendations.
  • Strategic planning, project management, and establishing performance measures.
  • Management and supervision of subordinates.
  • Work management including planning, analytical research, decision making, and organizational skills.
  • Training requirements and techniques.
  • Establishing and maintaining interpersonal relationships.

Ability to:

  • Exercise sound, independent judgment in a highly confidential environment, identifying issues, developing fully supported recommendations, and action items for implementation of recommendations.
  • Analyze and produce administrative data, such as statistical analyses, annual reports, financial reports, and other various records and reports.
  • Manage multiple projects, prioritize tasks and align procedures with organizational goals.

Selective Preference:
The ideal candidate for this position will have:
Supervisory experience and the ability to lead and guide staff; extensive knowledge and experience in Civil Rights laws, regulations and compliance requirements; Human Resources policies and practices.
